Andrew Jaco is a former federal prosecutor and experienced commercial litigator who is known for his expertise representing individuals and companies in high-stakes, complex disputes. Andrew represents both plaintiffs and defendants in civil and criminal cases. His practice is focused on defending senior executives and other individuals and entities facing white-collar criminal investigations and prosecutions conducted by the Department of Justice, the Securities and Exchange Commission, and other federal agencies. He also regularly conducts internal investigations on behalf of clients and advises them on how to minimize, or entirely avoid, their exposure, before the government comes calling. On the civil side, Andrew has an active practice representing corporate insiders in whistleblower actions under the False Claims Act and other statutes.
Andrew brings a prosecutor’s perspective to both sides of the docket. He spent more than six years as a federal prosecutor at the U.S. Department of Justice, where he investigated and prosecuted sophisticated financial fraud in the Criminal Division’s Fraud Section, including mail fraud, wire fraud, and securities fraud matters involving C-suite executives and Fortune 50 companies. He first-chaired multiple federal criminal trials to conviction, including the first ever jury trial and conviction under federal securities laws for manipulation of a cryptocurrency. As a prosecutor, Andrew was known for his tenacious approach and ability to take on some of the Department’s most challenging and complex individual and corporate white-collar fraud cases.
Andrew also served as a Trial Attorney in DOJ's Civil Fraud Section where he investigated and litigated whistleblower actions under the False Claims Act, the Anti-Kickback Statute, the Stark Law, and FIRREA, negotiating FCA settlements totaling over $50 million. Andrew now brings this valuable experience to bear on behalf of company insiders who uncover corporate wrongdoing, including fraud against the government, insider trading, and other securities fraud. Andrew knows how government attorneys think about these cases, what matters to them, and how to ensure successful, significant recoveries on behalf of his whistleblowers.
Before joining DOJ, Andrew was a senior associate at a prominent international law firm in Washington, D.C., where he represented both plaintiffs and defendants in commercial and government-facing litigation and represented financial institutions in investigations and enforcement actions brought by the CFPB, OCC, SEC, and DOJ. He also prepared C-suite executives for congressional testimony, giving him firsthand experience navigating congressional investigations. Andrew clerked on the U.S. Court of Appeals for the Tenth Circuit and the U.S. District Court for the District of Maryland.
